Gentlemen:
The following information is provided in accordance with Operating License Condition 2.C.(3) whereby Georgia Power Company is to report any changes to the Initial Test Program described in Section 14 of the FSAR made in accordance with the provisions of 10 CFR 50.59.
The Power Coefficient Determination Test, described in FSAR Section l
14.2.8.2.26, has been revised to reflect the conduct of this test at the 100 sercent power plateau, rather than the 90 percent power plateau as i
prev'iously depicted.
This revision 'is in conformance with the
)
recommendations of Regulatory Guide 1.68, " Initial Test Programs for Hater-Cooled Nuclear Power Plants."
Enclosed is an abstract of the revised test.
The revisions to the test abstract will be incorporated in a future 4
FSAR amendment.

OPERATING LICENSE NPF-68 CHANGES IN INITIAL STARTUP TEST PROGRAM 14.2.8.2.26 Power Coefficient Determination Test A.
Objective To verify nuclear design predictions of the doppler-only power coefficient.
B.
Prerequisites 1.
Reactor power level is at the.specified testing plateau (30, 50, 75, and 100 percent power).
Reactor. coolant l
temperature and pressure, and_ rod cluster control (RCC) bank configurations are at normal operating conditions and are stable.
2.
All subsystems which affect overall plant transient response, except the rod control system, should, whenever possible, be in automatic control.

Test Method 1.
Plant conditions are stabilized at selected power levels (30, 50, 75, and 100 percent).
The plant load is varied, l
using the turbine-generator controller, in a
manner approximating step changes of about 2-to 4-percent power.
2.
The doppler-only power coefficient verification factor is determined from correlative measurements of reactor coolant system temperature and core thermal power output.
D.
Acceptance Criterion The doppler-only power coefficient verification factor agrees with the value given in the nuclear fuel design report.
