Dear Mr. Keppler:
Byron Station has implemented a Security Performance Improvement Program as a result of recent violations of NRC requirements in the area of physical security. A description of the Program is enclosed with this letter.
The objectives of the Program are to improve compliance with access control requirements regarding physical security and to prevent degradation of vital and protected area barriers caused by non-compliance with security procedures. The Program focuses on three major areas. The first area involves upgrading security education to station personnel and construction workers. The second area includes actions to monitor compliance with security rules. The third area involves actions to improve the effectiveness of security equipment.
A schedule for implementation and completion of the specific actions in each area is included in the description of the Program.

BYRON STATION SECURITY PERFORMANCE IMPROVEMENT PROGRAM Recent inspections have indicated that Byron Station has not complied fully with the Commission's requirements regarding physical security at Byron, Unit 1.
To improve compliance in that area, Byron has committed to implementing a Performance Improvement Program (" Program").
The Program's goals are to improve compliance with access control requirements regarding physical security and to prevent degradation of vital and protected area barriers caused by non-compliance with security procedures.
To attain these goals, the Program addresses three major areas of concern:
(1) Security Education: (2) Monitoring of Compliance; and (3) Equipment Effectiveness.
Each area of concern will include several specific actions.
In the event that any action cannot be fully realized as stated, Edison will request permission to modify its program for good cause shown.
Whenever Edison determines that any specific action is no longer necessary for attaining the Program's goals, Edison will propose to the NRC to discontinue that action and will do so upon receiving the NRC's approval. -

SECURITY EDUCATION The Security Education elements of the Program include additional methods for communicating security concerns to personnel at Byron and several modifications to the program for training plant personnel.
This is a continuing education program directed at all levels of the station's personnel and the construction work force.
Enhanced Communications Byron will vigorously implement its recently restated seccrity policy.
That policy statement was provided to all Department Heads and Contractor Representatives by a letter from the Station Manager.
He emphasized that:
a-Nuclear security requirements and procedures are an element of the station's operating license; b-Compliance with requirements and procedures is the responsibility of each person having access to the station, not just the security force; c-Security violations could result in punitive actions.
These statements were verbally given to contractor personnel during the contractor security awareness meetings conducted in December, 1985 and January, 1986...
In addition, Byron will conduct several departmental
- meetings designed to increase personal awareness of security events and issues and their solutions.
The security staff will conduct two
. series of security presentations: the first series is in progress and addresses station personnel and should be completed by the end of the first quarter of 1986.
The second presentation series will be aimed at station and construction personnel to follow up on security issues and concerns with the purpose of re-emphasizing awareness of security rules and regulations.
This series should be completed by the end of the third quarter, 1986.
The station's Services Superintendent or designated alternate and a contract Security Supervisor are conducting, throughout the first quarter of 1986, ongoing reviews of security issues with small groups of Project construction personnel and contractor personnel.
Byron will further upgrade security awareness by continuing:

The bi-weekly inclusion of a security message in the daily station update through the end of the second quarter of 1986.
Those messages usually will focus on important security concerns.

The inclusion of a security article in the monthly station newsletter through the end of the second quarter of 1986.
Copies of that article will also be made available through the Project Construction Department to construction contractors.

(3)
The requirement that each individual, immediately prior to the initial. assignment or subsequent reassignment of a photo-identification security badge, shall read a review of important security rules and regulations at the station.
The choice of review items will be monitored and modified as the Station deems necessary to focus on areas of current concern.

Training Edison's Office of the Nuclear Security Director in conjunction with its Production Training Center have revised and

upgraded the security training elements in the generic Nuclear General Employee Training ("NGET").
The revised training emphasizes each individual's responsibility for plant security including access controls to protected and vital areas of the station.
Byron will upgrade the training of plant personnel by continuing to implement the enhanced security training initiated January 6, 1986.
By April 1, 1986, Byron expects to provide to each individual attending Nuclear General Employee Training ("NGET") a recently developed booklet containing a summary of security rules and regulations, e >
Byron has initiated and will continue to administer an expanded site-specific security test as part of the NGET test.
The number of security questions has been approximately tripled and some of the additional questions will focus on recent security events at Byron, Unit 1.
Members of the station's security staff will monitor the security aspects of Byron Station's NGET on a quarterly basis until Byron, Unit 2 obtains a low-power operating license.
This monitoring will assess the presentation and content of the training and solicit feedback from the students.
II.
MONITORING OF COMPLIANCE The Monitoring of Compliance aspects of the Program include additional measures for determining the extent to which security regulations are being inplemented at Byron, Unit 1.
Security Procram i
The Wackenhut Off-Site Quality Assurance Department expects, by the end of the first quarter of 1986, to initiate an audit of the security program for Byron, Unit 1 as directed by the Station Security Administrator.
Auditing will monitor guard force personnel performance and continue until the end of 1986.
Noted performance deficiencies will be addressed as necessary..--.
.v Guard Force Wackenhut Management shall continue to review the effectiveness of the guard force for Byron Unit 1 and shall take those steps which the Licensee deems appropriate for upgrading the effectiveness of that guard force.
Physical Security Byron and Wackenhut Security Management shall continue i
random compliance observation tours of vital doors and other security features of the plant to monitor individual compliance with the security program at Byron, Unit 1 until Byron, Unit 2 obtains a low-power operating license.
Byron will continue through 1986 to determine the trends of alarm rates on vital area doors during peak usage times.
Byron also will examine trends to help identify hardware failures and personnel access problems and take any corrective action deemed appropriate by the Station... - -

III.
EOUIPMENT EFFECTIVENESS The Equipment Effectiveness aspects of the Program include several items designed to upgrade the level of effectiveness of security equipment at Byron, Unit 1.
Computer System Byron expects that the following actions will resolve problems with the security computer.
Edison's Computer Systems Department will continue to work with personnel from the ADT Corporation to resolve problems with the security computer system for Byron Unit 1.
The Computer Systems Department has installed software changes supplied by ADT personnel.
They will continue their vigorous testing and monitoring of the security computer system and expect to complete system repairs by the middle of 1986.
The effectiveness of these changes will be monitored and analyzed by personnel from Byron Station und the Computer Systems Department.
If, after mid-1986, these changes do not result in expected improvements in computer performance, Byron will then determine what additional steps are appropriate.

- Unless otherwise authorized by the Station Security Administrator, planned outages of the security computer may be undertaken only from 6 p.m.
to 6 a.m. and work which completely shuts the computer down may be undertaken only from 2 a.m.
to 6 a.m.
Plant Conficuration Byron has completed a study to implement expansion of the auxiliary building's vital area boundaries to their final configuration.
Byron expects to complete implementation of this final configuration by the end of the second quarter of 1986.
Byron expects that attainment of this final configuration will eliminate the confusion associated with security barriers between Byron, Unit 1 and construction activities for Byron, Unit 2.
Compensatory Measures Byron will continue, through the end of the second quarter of 1986, to double the number of door checks for both planned and unplanned computer outages.
Byron will continue to alert all station personnel to changes in the security computer's status by announcing failures and restorations of service over the station's paging system. -
