TENNESSEE VALLEY AUTHORITY (TVA) PROGRAMMATIC REVIEWS FOR RESTART OF SEQUOYAH UNIT 2 The staff has reviewed your presentation given during the meeting of May 21, 1987, and is reviewing Volume II of the TVA Nuclear Performance Plan on the programmatic efforts that you have undertaken to support the restart of Sequoyah Unit 2.
As stated in the meeting, I recognize that you have made extensive efforts to address the concerns raised by the staff's 50.54(f) letter and by your special employees concern program. However, as we have discussed before, your engineering and design review efforts to date have concentrated on separate programs looking horizontally across the safety systems at Sequoyah and focusing on the specific concerns raised. Your efforts have not included a vertical review through one or more safety systems that would include significant aspects of the interactions and interfaces throughout design, engineering, and construction.
We believe an independent design / construction verification of at least one safety-related system should be undertaken to provide additional assurance that all major design and construction problems have been identified and resolved prior to Sequoyah Unit 2 restart. This verification effort should focus on areas not directly covered by TVA's other efforts and should minimize redoing work already performed by TVA. While it is recognized that any such effort is bound to identify some problems, we would expect this vertical review to provide added confidence that no major problems have been overlooked.
If that proves to be the case, currently identified problems are resolved satisfactorily, and no new safety problems arise in the interim, we would expect to be in a position to recommend restart of Sequoyah Unit 2.
I I recommend that an early meeting be scheduled to discuss how this verification effort should be conducted.
