ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket No. 50-424 Vogtle License No. CPPR-108 The following violations were identified during an inspection conducted on May 5-9, June 2-6, 15-19, 22-25, and July 7-11, 20-24, 28-31, 1986. The severity levels were assigned in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C).

A. 10 CFR 50, Appendix B, Criteria III, and Georgia Power Company, FSAR, Section 17.1.3 requires that design control measures shall provide for verifying or checking the adequacy of design.

Contrary to the above, an inadequate review of the calculations for the steam generator main steam nozzle was performed. The following inconsis-tencies were identified:

1. The nozzle allowable in the Fc direction was incorrect,
2. The reference document for the allowables was also incorrect.

This is a Severity Level IV violation (Supplement II).

B. 10 CFR 50, Appendix B, Criterion V, and Georgia Power Company, FSAR, Section 17.1.5, requires in part that activities affecting quality be prescribed by documented procedures of a type appropriate to the circumstances and shall be accomplished in accordance with these procedures.

NISCO Engineering Specification E.S.142, Deviations and Corrective Action, Revision D requires that deviations be documented. Paragraph 4.1 of this specification defines a deviation as a deficiency in characteristic, documentation, or procedure which renders the quality of an item unaccep-table or indeterminate. Following are two deficiencies which were not documented as deviations:

1. A mechanical impression found on bottom mounted instrumentation guide tube No. 48-P-4 was an indeterminate condition and should have been reported as a deviation.
2. Two "U" bolt to bottom mounted instrumentation guide tube clearances exceeded the drawing requirement and should be reported as a deviation.

This is a Severity Level V violation (Supplement II).

Georgia Power Company 2 Docket No. 50-424 Vogtle License No. CPPR-108 Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby required to submit to this Office Within 30 days of the date of the letter transmitting this Notice a written statement or explanation in replyfincluding (for each violation): (1) admission or denial of the violation, (2) the reascn for-the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.

Where good cause is shown, consideration will be given to extending the response time.
