December 3,1986 Docket No. 50-341 DISTR:;BUTION:

SE peew Lige.; o@M1b Mr. B. Ralph Sylvia NRC PDR Group Vice President - Nuclear Operations local PDR The Detroit Edison Company BWD-3 r/f 6400 North Dixie Highway EAdansam ACRS(10)

Dear Mr. Sylvia:

Attorney, OGC BGrimes

Subject:

Fermi-2 Shift Operations Advisor Change This is to acknowledge Mr. F. E. Agosti's letter to Ms. Elinor G. Adensam, dated November 10, 1986, which informed the NRC, pursuant to Paragraph 2.C(12) of Operating License NPF-43, that a Fermi-2 Shift Operations Advisor (Mr. D. Howard) has resigned. The letter further advises that Mr. Howard will not be replaced because Fermi-2 will still retain the same number of qualified Shift Operations Advisors on staff as there were at the time of Fermi-2 licensing.

In view of the lateness with which DECO learned of Mr. Howard's intention to re-sign, we find Mr. Ag)osti's letter to be timely in complying with the provisions of Paragraph 2.C(12 of Operating License NPF-43. Additionally, since Mr. Howard's departure will not reduce the number of Shift Operations Advisors found acceptable to the NRC staff at the time of Fermi-2 licensing, there appears to be no basis to object to DECO's plan not to seek a replacement for Mr. Howard.

Sincerely,

/S/
