Inspection 50-352/86-25
This refers to special safeguards inspections conducted by Mr. E. M. Kelly of
this office on October 10 thru 25,1986, December 22 thru 25, 1986, and
February 13 thru March 18, 1987 at the Limerick Generating Station, Limerick,
Pennsylvania of activities authorized by NRC License No. NPF-39 and to the
discussions of our findings held by Mr. Kelly with Mr. J. Franz and
Mr. F. Larkin of your staff.at the conclusion of the inspection.
Areas examined during this inspection are described in the NRC Region I
Inspection Report which is enclosed with this letter. Within these areas, the
inspection consisted of selective examinations of procedures and
representative records, interviews with personnel, and observations by the
inspector.
Based on the results of this inspection, it appears that one of your
activities was not conducted in full compliance with NRC requirements, as set
forth in the Notice of Violation, enclosed herewith as Appendix A.
This
violation has been categorized by severity level in accordance with the
" General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (Enforcement Policy).
You are reautred to respond to
this letter and in preparing your response, you should follow the instructions
in Appendix A.
A paragraph of the enclosed inspection report contains proprietary information
that has been determined to be exempt from public disclosure in accordance
with 10 CFR 2.790. Therefore, the paragraph so identified in the
inspection report will not be placed in the NRC Public Document Room and will
receive limited distribution. This letter and the remaining portions of the
inspection report will be placed in the Public Document Room, in accordance
with 10 CFR 2.790(a).
.The responses directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-511.
