i HIGHLIGHTS OF WEEKLY INFORMATION REPORT l WEEK ENDING NOVEMBER 28, 1986 Clinton Power Station -

The schedule for initial criticality at Clinton Power Station has slipped from mid-November to mid-December 1986 at the earliest. Fuel loading was complete as of October 21, 1986. The delay is primarily due to two reasons:

1) completion of TS surveillance testing required for operation in Modes 1, 2 and 3 is taking more time than anticipated; and 2) adoption of a more cautious approach by Il inois Power Company to minimize the number of reportable events i under 10 CFR 50.72 and 73.

Meetina with EPA The November 19, 1986 meeting between Dr. Porter of EPA and John Davis, NMSS, concerning Mixed LLW has resulted in WM staff receiving a high priority goal j to issue the following joint NRC/ EPA guidance:

Switchgear Products Group concerning a BBC Brown Boveri 27R j battery ground detector relay discovered at Beaver Valley 2.

Week Ending November 28, 1986 Shearon Harris. Unit 1 Fuel loading commenced at approximately 4:30 p.m., Monday, November 17. All 157 fuel elements were loaded into the core at Shearon Harris, Unit I at 1:46 a.m., November 21. Carolina Power & Light Company currently estimates completion of the low power test program by late December.

NRC TMI-2 CLEANUP PROJECT DIRECTORATE WEEKLY STATUS REPORT FOR NOVEMBER 24 - 30, 1986

1. DEFUELING

- Attempts to pick up core debris following core drilling have been unsuccessful. Core drilling was intended to reduce the hard crust to a fragmented debris that could be easily loaded into fuel canisters with the long handled tools. The licensee will perform a detailed examination of the debris surface to determine the condition and consistency of the remaining material.

- Loading of the shipping cask will begin this week.

2. ENVIRONMENTAL MONITORING

- US Environmental Protection Agency (EPA) sample analysis results show that TMI site liquid effluents are in accordance with regulatory limits, NRC requirements, and the City of Lancaster Agreement.

- TMI water effluents are sampled from the station (Units 1 and 2)

Gamma spectrum analyses of the seven dischargeandanalyzedby(EPA.

daily composited samples November 8 - 15, 1986) indicated no TMI-2 related radioactivity.

- EPA's gamma spectrum analysis of the NRC's TMI outdoor air sample for November 20 - 26, 1986 showed no reactor related radioactivity.

- The Lancaster water works intake composited seven daily samples (November 9 - 15, 1986) gamma spectrum analyzed by EPA showed no reactor related radioactivity.

3. AUXILIARY AND FUEL HANDLING BUILDING ACTIVITIES

- Reclamation of Defueling Water Cleanup System (DWCS) filters continues.

- Fuel handling building ventilation system modifications are almost complete. Testing will begin next week.

- Pre-operational tests of the DWCS and Sediment Transfer systens are in progress.

- Fuel canister preparation for shipment is in progress.

- Installation of an ultraviolet light / hydrogen peroxide device for water treatment has begun.

Items of Interest Week Ending November 28, 1986 10 CFR Part 72 Review On November 21, 1986, NMSS and RES staff representatives presented a review of i the requirements of 10 CFR Part 72 to the ACRS Subcommittee on Spent Fuel '

Storage. The staff also noted the more substantive changes to the rule in the proposed revision that would provide for licensing of the DOE Monitored Retrievable Storage (MRS) facility (if authorized by Congress), as well as independent spent fuel storage installations. In addition, the staff described for the Subcommittee the application of Part 72 in the reviews and j -

issuance of licenses for the use of dry spent fuel storage modules at the j Virginia Power Surry site and the Carolina Power and Light Robinson 2 Plant.

The Subcommittee considered the review of the rule to be useful and necessary i for any future involvement in the licensing of MRS.

Safeguards Regulatory Effectiveness Review (RER) at Trojan Nuclear Plant The NMSS safeguards staff assisted by U.S. Army Special Forces personnel i completed an RER at the 1rojan Nuclear Plant, Prescott, Oregon, the week of November 10, 1986.

Hanford Licensing Update The State of Washington Department of Social and Health Services (DSHS) has, in conjunction with the NRC staff, provided extensive suggested revisions to the licensee's Facility Standards Manual for the Hanford low-level waste disposal facility. This step is a precursor to a meeting scheduled for the week of December 8, at which DSHS and NRC staff will work with the licensee to finalize the Standards Manual. An acceptable Standards Manual has long been the major irtpediment to renewal of both the State license for source and byproduct material disposal and the NRC license for SNM disposal. With the comt.letion of this milestone, renewal of both licenses is expected in January 1987.

Advance Notice of Proposed Rulemaking On November 21, 1986, WM staff forwarded the Advance Notice of Proposed Rulemaking (ANPRM) on radioactive waste below regulatory concern for SECY signature and publication. The ANPRM requests comments on the type of generic rulemaking that might provide a more efficient and effective means of dealing with disposal of wastes below NRC regulatory concern than that described in the Commission's Policy Statement published on August 29, 1986. The Policy Statement included a commitment to publish the ANPRM.

Standard Format and Content Guide for Low-Level Radioactive Waste Disposal Facilities and Standard Review Plans The Standard Format and Content Guide and Standard Review Plans are now undergoing final staff review. These documents are to meet the requirements of Section 9 of the Low-Level Radioactive Waste Policy Amendments Act of 1985.

These documents are expected to be publicly available in mid-January 1987.

10 CFR Part 61 Briefings in California Waste Management staff briefed newly assigned California Departner; sf Health

. Services staff members and the Low-Level Radioactive Waste Site Selection

. Citizens' Advisory Committee on 10 CFR Part 61 on November 14, 1986. The State .

of California recently established a new program for administering its Agreement State regulatory responsibilities for a new disposal site. Mr. Donald Womeldorf is the Program Manager, and Mr. Reuben Junkert is the Project Director. U.S.

Ecology has been chosen by California to locate and develop a new low-level waste site. The siting process is being conducted based on both technical and public concern criteria. The Citizens' Advisory Committee's input includes what siting t criteria should be used and the relative importance of these criteria. The Com-

mittee is managed by the League of Women Voters and the members were appointed by

, various local government entities and other organizations to reflect a cross section of public interests.

EG&G Seminar on 10 CFR Part 61 The EG&G staff requested a seminar on 10 CFR Part 61 to enhance their understanding of the regulation. EG&G Idaho, Inc., is the Department of Energy's (DOE) lead contractor for providing assistance to the low-level waste compacts. EG&G also operates the DOE low-level waste disposal site in Idaho, under DOE orders which reflect the commercial sector requirements in Part 61.

Waste Management staff conducted a 1-day seminar (November 17, 1986) on Part 61 in Idaho Falls. EG&G staff from both the state assistance program and DOE operations participated.

The INEL has recently completed work on a new RELAP5 user option (i.e., RELAP5 Self-Initialization Option) that facilitates initializing PWR plant-type models. With this option the task of obtaining a desired steady-state condition (as a pre-condition for a transient or LOCA calculation) is semi-automated. Heretofore, users usually employed a time-consuming, trial-and-error process to achieve a desired condition.

The option rakes use of generic control components to accelerate a

~

null-transient to steady-state. The control components provide the necessary boundary conditions to drive the system to the desired set of conditions.

Three types of controllers are available; one to control steam generator feedwater flow, one for steam generator steam flow, and a third for primary

coolant flow. The user has a choice of four suboptions depending upon what system parameters are to be fixed and what parameters are allowed to " float."

In addition to expediting the process of achieving a steady-state condition with a newly constructed plant model input deck, the self-initialization option is very helpful .in altering power levels or other conditions. Thus a plant model originally set up to represent a nominal 100 percent power condition, could rapidly be modified to match an actual plant condition just preceding a 7

transient requiring analysis. Such a situation existed after the ,

loss-of-feedwater incident at Davis-Besse. Had the self-initialization option

been available at that time, thermal-hydraulic analysis of the incident could I have been initiated within one day of the incident, and thus analysis results could have been obtained much earlier by NRC.

, 2D/3D Through INEL and ORNL, RES provided advanced two-phase flow instruments to the German Upper Plenum Test Facility (UPTF) in return for test data. Some of these advanced instruments were degraded or in some cases failed during the facility shakedown tests and the subsequent main tests conducted over the past 18 months.

RES is planning to have most of these instruments either refurbished or replaced, if refurbishment is not possible during the upcoming facility outage period in January-February 1987. In order to assure that instrument 4

fabrication and other preparatory activities at INEL and ORNL for the outage period are being pursued, a management review meeting was' held on November

19-20, 1986 at INEL 'and on November 17, 1986 at ORNL. The status of INEL and ORNL work is summarized below.

In order to assure that instrument fabrication and other preparatory activities at INEL and ORNL for the outage period are being pursued, a management review meeting was held on November 19-20, 1986 at INEL and on November 17, 1986 at ORNL. The status of INEL and ORNL work is summarized below.

INEL completed design modification of drag disks which are used to measure momentum fluxes. These modified drag disks are designed to be 2.5 times stronger than the earlier ones which failed during testing. A prototype drag disk will be fabricated by the end of November 1986 and will be tested for impact load and for survivability as well as steady load for calibration. If the modified design meets the qualification requirements, twenty two new drag disks will be furnished to UPTF by February 15, 1987. INEL also completed fluid distribution grid optical sensor degradation tests which confirmed that armoniated water or steam corrodes the sapphire tip of the optical sensor.

This test result suggests that unless the UPTF water chemistry is changed, the degradation of the optical sensors will continue. However, because of the corrosion protection requirement of carbon steel used in the test facility, the water chemistry can not be changed until an alternative method is found which inhibits the carbon steel corrosion (oxidation). In the mean time, preparation activities for restoring the optical sensors are being carried on while an alternative method of conditioning UPTF water is being investigated.

ORNL completed prototype testing of AC electronics for drag bodies and liquid breakthrough detectors which are used to measure mass flow rates and onset of

. liquid downflow from the upper plenum to the core. ORNL is now procuring parts for changing DC to AC electronics for all 36 drag bodies in UPTF. Laboratory tests confirmed that the AC electronics prolonged the life of the drag bodies in the case where a tiny hole develops in the drag body strain gage element encapsulation. Development of a tiny hole in the encapsulation due to corrosion and the subsequent dissolution (by a galvanic action) and burnout of strain gage elements are believed to be the most probable failure mechanism of the drag bodies and breakthrough detectors in UPTF.

In addition, ORNL is procuring parts for assembling 11 new drag bodies to be used for replacement of the degraded drag bodies. With these 11 new drag bodies there will be a total of 20 drag bodies including 9 existing spares, that can be used to replace the degraded ones. As of November 25, 1986, 15 of the original 36 drag bodies have becone degraded in UPTF.

They met with Ron Hauber and Kevin Burke, IP, to express their appreciation for the NRC program which had been prepared for them. Next week they will begin a two-week training course at the Chattanooga Training Center before returning to China. Accompanying them was Mr. Qiao Zhi, another NNSA staff member, who is beginning a six-month assignment in NRR.

The order grants the hearing which is to be held before an Administrative Law Judge to be appointed by the Chief Adminis-trative Judge of the ASLBP. The order also authorizes the Atomic Safety and Licensing Appeal Board to exercise the authority and perform the review function which would otherwise be performed by the Commission.
