VIRGINIA ELECTRIC AND POWER COWANY NORTH ANNA POWER STATION UNIT 5 1 AND 2 SUPPLtritRIAL RESPunsE TO NOTICE OF VIOLATION NRC INSPECTION REPORT N05. 50-338/86-17 AND 50-339/86-17 Our August 28, 1986 (Scrial No.86-505) response to item B of the Notice of Violation, reported in your Inspection Report Nos.
50-338/86-17 and 50-339/86-17, addressed a failure to perform the required safety evaluation for jumpers (temporary modification) installed in systems that are safety-related or installed in systems, components or equipment, which are described in the Updated Final Safety Analysis Report (UFSAR).
In our response, we comitted to require a written safety evaluation for all temporary modifications to ensure that the change does not involve an unreviewed safety question. The purpose of this letter is to clarify that commitment in terms of the scope of temporary modifications covered by the commitment.
We intend to perform a technical review of all temporary modifications to establish, among other things, if it involves (1) a change in the facility as described in the UFSAR or (2) a change in safety-related structures, systems, equipment or components not described in the UFSAR. As a minimum, a written safety evaluation to determine if the change involves an unreviewed safety question will be performed for temporary modifications involving changes in either(1)or(2)above.
