Gentlemen:
Thank you for your letter of August 1,1986, in response to our letter and the
attached Notice of Violation dated June 25, 1986.
In reviewing your response
to the first violation, we found that we needed additional information about
the access control portals into the auxiliary building. This was discussed
'
with your Mr. Dale James during a telephone call on August 20, 1986.
In
addition to an explanation about the long range corrective construction plans,
we request an explanation of your current compensatory measures.
The lack of
immediate and continuing compensatory corrective action during the interim
period until completion of the corrective access control features is of concern
to us.
We take exception to your statement that you are in compliance with the
requirements of 10 CFR 73.55(d)(7) without having taken any corrective action
about barriers.
The violation was detected while you were operating in the
same mode as was described in the response.
Therefore, it appears inappropriate
to continue without appropriate physical compensatory enhancement.
Concerning the second violation, you provided a completion date for implementation
of your disciplinary action program which we will review in an inspection after
that date. We do appreciate your concept of a formal system for dealing with
individuals who do not comply with procedures about locks and keys.
Please provide the supplemental information within 20 days of the date of this
letter.
