PROPOSED EMERGENCY PREPAREDNESS RULEMAKING We have drafted a proposed rule which would amend 10 C.F.R. Part 50, App. E, to require a full-scale emergency preparedness exercise within two years prior to issuance of an operating license, as opposed to the current requirement of within one year. This proposed rulemaking could affect disposition of a hearing request on Carolina Power & Light Co.'s request for an exemption from the one-year requirement.

We request staff comments on the proposed rule by c.o.b.

Friday, September 12, 1986. We would also appreciate staff's views on whether the rulemaking should be coordinated with FEMA.
