SUBJECT:

NRC ESCORTED ACCESS As I indicated in my letter of May 19, 1987, I have assessed the degree of voluntary participation in the NPPD Fitness for Duty Program by NRC inspectors who are either assigned to, or regularly visit, the Cooper Nuclear Station.

While these numbers may change with time you should initially plan to provide five (5) suitable escorts on a continuing basis.

Included among these five will be escorts for both Resident Inspectors and the Resident Clerical Aide, who works on a part-time basis. One of these escorts should be available at all times on the backshifts. The availability of these five escorts should be arranged such that the access by NRC personnel, up to this maximum of five, is achieved efficiently and in an unfettered manner as required by 10 CFR 50.70(b)(3).

the Resident and the Resident Since Clericalthe office Aide space under is required presently occupied 10 CFR 50.70 by(b)(2) to provide " visual and acoustic privacy," you will need to arrange escort measures which, while consistent with your program, do not require the escort personnel to be sitting inside of the Resident office space. Your arrangements should assure the privacy of office activities of the Residents and the Resident Clerical Aide.

NRC continues to pursue development of an NRC-wide program for its personnel.
