L Gentlemen:

Millstone Nuclear Power Station, Unit Nos. 1 and 2 Steam Dilution Off-Gas Recombiner/ Augmented Off-Gas System I Proposed Environmental Technical Specification Changes Pursuant to 10CFR50.90, Northeast Nuclear Energy Company _ (NNECO) hereby proposes j to amend its operating licenses DPR-21 and DPR-65 by incorporating the attached changes into the Environmental Technical Specifications for Millstone Nuclear Power Station, Units No. 1 and 2. The changes will limit the off-gas in-process  ;

activity rate to assure that the off-site consequences of the seismic failure of the augmented of f-gas system do not exceed established criteria. The attached  !

report entitled, " Steam Dilution Off-Gas Recombiner/ Augmented Off-Gas System",

provides the safety analysis to support the proposed specification. This report also provides a system description to aid in the understanding of the safety analysis.

In Reference (1), a technical specification was proposed for the seismic failure  :

of the original augmented off-gas system, based upon the analysis presented in ,

Reference (2). Since that time, however, the augmented of f-gas system has been modified by replacing the defunct air recycle off-gas recombiner system (discussed in Reference (3)) with a steam dilution of f-gas recombiner system, described in the  !

attached report. This fundamental change in design, and the associated changes
