Millstone Nuclear Power Station, Unit No. 2, to allow storage of consolidated spent fuel in the spent fuel storage pool. NNECO hereby proposes to amend the application contained in Reference l (1) by proposing that the NRC Staff respond partially to the l Reference (1) request and provide interim approval to allow the l

storage of up to ten (10) consolidated spent fuel assemblies (ie., five (5) storage locations) in the spent fuel pool at Millstone Unit No. 2. As Attachment (1) to this letter, NNECO

, has provided recommended Technical Specification pages to l facilitate this interim approval. Two pages are provided as replacements for the two corresponding pages included in Reference (1). The only difference from the pages submitted as part of Reference (1) is that an acterisk (*) with a footnote has been added to Page 3/4 9-23 to stato that Millstone Unit No. 2 is limited in the interim to having up to ten (10) consolidated l spent fuel assemblies in five (5) r.to ra ge locations in the spent i

fuel pool. The addition of the asterisk (*) and notation of the limit of 1277 storage locations to Page 5-5 is for clarification and represents the original intent of the Reference (1) application.

The reason for this request is as follows. Within the next week, NNECO is scheduled to begin preparation for the flot Demonstration portion of the process of storing consolidated spent fuel in the spent fuel pool at Millstone Unit No. 2. NNECO is requesting interim approval to store up to ten (10) consolidated fuel assemblies to allow the flo t Demonstration to proceed as (1) J.F.Opoka letter to A.C.thadani, " Storage of Consolidated l Spent ruel," dated May 21, 1986. j t

complete the Hot Demonstration in timo to accomodato recolpt and inspection of now fuel for the January, 1988 refueling outage, r the preparation of the flot Demonstration equipment must begin by Juno 1, 1987. Due to the uncertainties of the situation, NNECO judges that it would be imprudent to expond tho financos, timo and effort to prepare and contaminate the equipment until approval is received to store in the spent fuel pool at least the ton (10) assemblies being consolidated in the Ilot Demonstration. ,

As such, NNECO horeby requests that this interim approval bo issued by June 1, 1987.

NNECO wishes to stato that the licenso amendment request submitted in Reference (1) remains valid. NNECO repoctfully roquests that the approval process for Reference (1) continuo in a timely manner. The NRC Staff has informed NNECO that all technical issues have boon addressed and that no additional input ,

by NNECO la required. If this status changos, please inform us of any additional support necessary to completo the processing of the full licenso amendment request of Roforenco (1). Attachment (2) to this letter contains sample Technical Specification pagos that would replace the pages contained in Attachment (1) when the comploto licenso amendment is finally issuod by the Staff. Thoso pages are the samo as thoso proposed in the original licenso amendment request submitted in Roforence (1) with the exception of the asterisk (*) and notation of clarification included on Pag o 5-5.
