This refers to the inspection conducted by Mr. Jeff Jacobson of this office on October 15-16, 1986, of your facility at Torrance, California and to the discussions of our findings with you and members of your staff at the conclusion of the inspection.
This inspection was made as a result of a 10 CFR Part 21 report to the NRC by Sacramento Municipal Utility District concerning relays supplied by Wilmar for use at the Rancho Seco Nuclear Power Plant.
During the inspection, it was determined that the relays reported by Sacramento Municipal Utility District as being defective had surpassed their intended design life. Also, various design changes and part replacements had occurred since the relays original delivery in 1972.
In accordance with 10 CFR 2.790 of the Comission's regulations, a copy of this letter and the enclosed inspection report will be placed in the NRC's Public Document Room.
