Gentlemen:

Enclosed for your review prior to our scheduled meeting on December 17,

1986, is the SALP 6 Board Report for the Clinton Power Station covering the

period September 1, 1985, through August 31, 1986.

Several multiple functional areas relating to the plant construction area,

identified separately in previous SALP reports, have been consolidated into

a single " Construction" functional area in this report. This area was rated

Category 2, and represents the successful completion of the construction and

overinspection efforts at the Clinton Power Station.

The Preoperational Test area was rated Category 1, representing an outstanding

effort in test planning, actual testing, and evaluations of results.

Category 3 ratings were given in the areas of (1) Quality Assurance and

Administrative Controls, and (2) Maintenance. As detailed in the report,

multiple weaknesses were identified in controlling the turnover of systems

from construction to testing and operations, and in the area of maintenance

of equipment. We recognize that you have developed corrective actions in

these areas to the point that the NRC issued a license on September 29, 1986,

allowing fuel loading and low power operation. Nevertheless, we request

that you respond in writing with a description of your corrective actions

in these areas including plans and dates for assuring that the actions are,

or will be, fully implemented.

While you will have sufficient opportunity to present your comments at the

meeting on December 17, 1986, you may also make written comments within 30

days after the meeting. We will evaluate any written comments and provide

you with our conclusions relative to them.
