PROJECTED VALUES OF MATERIAL PROPERTIES FOR FRACTURE TOUGHNESS REQUIPEMENTS FOR PROTECTION AGAINST PRESSURIZED THERHAL SHOCK EVENTS We have reviewed the information for TMI-1 provided in your letters dated January 23, 1986, May 5, 1986, and August 25, 1986 which were submitted in response to the requirements of the Pressurized Thermal Shock (PTS) Rule, 10 CFR 50.61. We have found the material properties of reactor vessel beltline materials, the projected fluence at the inner surface of the reactor vessel for the end of life of the plant, and the calculated RT f r the end of life of the plant to be acceptable. The calculated RT iEThqualtobut doesnotexceedthescreeningcriterionof270FattheeEhrationdateofthe license, and therefore, meets the requirements of the PTS Rule.
The PTS Rule requires that the projected assessment of the RT must be updatedwheneverchangesincoreloadings,surveillancemeasuENentsorother infonnation (including changes in capacity factor) indicate a significant change in the projected values. This ensures that licencees will track the accumulated fluence for the limiting beltline materials throughout the life of the plant to verify that their assumptions remain valid.
In this regard, we request that future Pressure-Temperature submittals (renvired by 10 CFR 50, Appendix G1 also contain a reevaluation of the RT and'a comparison with the predicted value. This periodic reevaluation Ehuirement is particularly important for TMI-1 because the calculated RT is equal to the screening PTS criterion.
