Proposed Technical Specification Change - Standby Diesel Generator Surveillance

Dear Mr. Berkow:

This letter is a submittal of proposed changes to the Fort St. Vrain Technical Specifications for SR 5.6.1, Standby Diesel Generator Surveillance. Attachment 1 is a Summary of Proposed Changes to the existing license. Attachment 2 is the Proposed Changes to the existing license. Attachment 3 is the Safety Evaluation for the proposed change. Attachment 4 is the Significant Hazards Consideration for the proposed change.

In consideration of the proposed change, PSC is attempting to minimize reactor plant shutdowns between refueling intervals. The performance of the Loss of Offsite Power test heretofore has required the plant to be shutdown at 4 to 8 months intervals in order to prevent plant transients involving circulator trip, loop shutdown (s) and reactor scram as safe shutdown loads are deenergized and then reenergized by the load sequencers. Many safe shutdown systems are normally operating systems required for plant operation. PSC's proposed change involves a change to SR 5.6.1 such that the demonstration of voltage sensing circuits on safety related buses, auto-start- capability of the standby diesel generators and auto-sequencing of safe shutdown loads is to be performea at refueling not to exceed 18 month intervals. PSC proposes a test at approximate 6 month intervals to test diesel auto-start capability upon a simulated loss of bus voltage.
