Roles and Responsibilities of the Senior Review Team Gentlemen:
At my direction, we have recently established the Comanche Peak Response Team (CPRI) to develop and implomont our Program Plan for responding to the questions raised by the iMC staff's Technical Review Toam. An integral part of the CPRT will be a Senior Review Team (SRT) reporting directly to me.
The SRT will review, approvo and monitor the development and implementation of the key elements of this program.
Each of you have been designated to serve on the SRT.
The functions and responsibilities of the SRT which we have already dis-cussed will bo included in the Program Plan. The purpose of this memorandum is to provide additional clarification and direction to the SRT with respect to the execution of its responsibilities.
fir. Fikar and tir. Clements are designated Chairman and Vico Chairman of tho SRT, respectively.
Signature authority for the SRT is vested with the Chairman or, in hts absence, tho Vice Chairman.
SRT signature approval is required for the following program documents:
- Program Plan, Rev. O, and any subsequent revisions to the Program Plan
' Individual Action Plans, and any subscquent revisions to Individual Action Plans
- Individual Action Plan Results Reports
- Collective Significance Evaluotfon Report

SRT signature approval will indicate that all members of the SRT have reviewed and approved the documents unless otherwise noted.
It is anticipated that the SRT will execute its responsibilities through periodic meetings, conference calls, and submittal of written comments to the SRT Chairman. Records of such meetings and communications will be maintained by the SRT Chairman.
The SRT Chairman or, in his absence, the Vice Chairman is responsible for providing me~ periodic reports regarding the status and adequacy of the program.
I anticipate that such reports will normally be provided during my regular weekly management meeting. However, I expect to be immediately informed of any problems or concerns that the SRT may have.
While I have the utmost conficence in Mr. Merritt and the other members of the CPRT, I want to emphasize the importance of the SRT's role in the successful conduct and completion of this very important program.-
