AL HOPE CREEK GENERATING STATION DOCKET NO. 50-354 ENVIRONMENTAL ASSESSMENT AND FINDING OF N0 SIGNIFICANT IMPACT The U.S. Nuclear Regulatory Commission (the Commission) is considering issuance of a proposed exemption to 10 CFR Part 50 Appendix J, Paragraph III.D.3 for Facility Operating License No. NPF-57 issued to the Public Service Electric & Gas Company, et. al. (the licensee) for operation of the Hope Creek Generating Station, located in Salem County, New Jersey.
ENVIRONMENTAL ASSESSMENT Identification of Proposed Actinr: This proposed exemption would suspend the requirement to conduct Type C leakage testing at intervals no greater than 24 months, as stated in 10 CFR Part 50, Appendix J. Paragraph III.D.3, for 27 containment isolation valves until the first refueling outage which is scheduled to begin on February 1,1988.
The proposed exemption is responsive to the licensee's application for exemption dated April 3, 1987 as supplemented by letter dated May 8, 1907 The Need for the Proposed Action: The proposed exemption from the regulation is required in order to allow continued operation of the plant until the first refueling outage, when the plant will be shutdown for extensive .. .

forced shutdown, beginning on June 11, 1987, and lasting about three weeks,
, would be required in order to perfom the necessary surveillance tests. .
- Environmental Impacts of the Proposed Action
- There are no environmental impacts of the proposed action. During the period of the extension, the plant !

j will continue with nomal operations. The plant will be shutdrwn, and the containment isolation valve Type C leakage tests will be perfomed while the plant is shutdown for the first refueling outage. The surveillance tests will j be performed at that time, in every other respect, the same as if they had been 1
) performed during an outage prior to June 11, 1987 The staff has reviewed
! the infomation provided by the licensee and finds that postponing these i i

j en containment integrity. No chances are being made in the allowable amounts r and no significant chances are being made in the types of any effluents that I
! may be released offsite, and there is no significant increase in the allowable individual or cumulative occupationel radiation exposure. Therefore, the i Comission concludes that there are no significant radiological environmental impacts associated with this proposed exemption. !
Alternative to the Proposed Actions: Since we have concluded that there is j no measurable environmental impact associated with the granting of the i i
proposed exemption, any alternative to this exemption will have the same or l
l greater environmental impact. i The principal alternative would be to deny the exemption which would l
1 require a shutdown beginning no later than June 11, 1987. A shutdown of I
