NOTICE OF VIOLATION I Comonwealth Edison Company Licenses No. NPF-11; No. NPF-18 As a result of the inspection conducted on May 5-14, 1987, and in accordance with 10 CFR Part 2, Appendix C (1985), " General Statement of Policy and Procedure for NRC Enforcement Actions," the following violation was identified:

Technical Specification 3.8.3.2 (Primary Containment Penetration Conductor Overcurrent Protective Devices) states that "All Primary Containment Penetration Conductor Overcurrent Protective Devices shown in Table 3.8.3.2-1 shall be operable." TS Surveillance 4.8.3.2.b required that each of the Primary Containment Penetration Conductor Overcurrent Protective Devices shown in Table 3.8.3.2-1 shall be demonstrated operable at least once per 60 months by subjecting each circuit breaker to an inspection and preventive maintenance in accordance with procedures prepared in conjunction with its manufacturer's recomendations. Also, Technical Specification 4.0.1 states that surveillance requirements shall be met during the OPERATIONAL CONDITIONS or other conditions specified for individual Limiting Conditions for Operation . . . .

Contrary to the above, as of May 7,1987, no records were available to demonstrate that the surveillance requirements specified in Technical Specification Table 3.8.3.2-1 for 5 - 480VAC breakers were met when Unit 1 entered Mode 2 of operation in 1982, or subsequently.

This is a Severity Level IV violation (Supplement 1).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation: (1)correctiveaction )

taken and the results achieved; (2) corrective action to be taken to avoid i further violations; and (3) the date when full compliance will be achieved.

Consideration may be given to extending your response time for good cause shown.
