Subject:

Zinc Coating of Vogtle Units 1 and 2 Diesel Fuel Oil Storage Tanks In a telephone conversation on November 6,1986', the NRC staff informed your staff that the zinc coating in the Vogtle emergency diesel generator fuel oil storage tanks was unacceptable based on IE Circular 77-15 and. consistent with previous staff positions.

Your letter of June 4,1986, specifies that the neutralization and mercaptan numbers of the fuel oil would be determined quarterly to be within certain guidelines. The staff believes that the guidelines specified in the letter would minimize but not preclude the leaching of the zinc into the fuel oil. Thus, the concerns specified in IE Circular 77-15 with -

regard to zinc in diesel fuel oil would have the potential in the long term to degrade diesel engine performance.

We, therefore, require a commitment from Georgia' Power Corpany to replace the zinc coating in the Unit I diesel fuel oil storage tank by start-up following the first refueling or prior to the first refueling provide acceptable justi-fication to the staff that the coating does not have to be replaced. We also require Georgia Power Company to replace the zinc coating in the Unit 2 diesel fuel oil storage tank prior to fuel load of that unit.
