Dear Sir:

SALEM GENERATING STATION LICENSE NO. DPR-75 DOCKET NO. 50-311 UNIT NO. 2 SPECIAL REPORT 86-6 SUPPLEMENTAL INFORMATION Special Report 06-6, dated August 22, 1986, described the planned impairment of certain fire barrier penetrations because of construction activities related to the Safety Parameter Display System (SPDS). Fire Protection Impairment Permit No.86-308 was issued on July 1, 1986, and. cable penetrations in the Unit 2 computer room were opened to permit cable pulling beginning on July 17, 1986. Since some of the penetrations were open for more than seven days, this occurrence was reportable under Technical Specification Action Statement 3.7.ll.a. The original Action Statement was terminated on August 19,1986.

On August 14, 1986, Action Statement 3.7.ll.a was again entered because of additional SPDS cable pulling activities under separate Fire Protection Impairment Permits. This work will continue through the Unit 2 outage, which is scheduled to begin on October 4, 1986. Since these activities are a continuation of the work described in Special Report 86-6, we propose to provide a supplement to that report when the cable pulling is completed i and all the penetrations are restored to an operable condition.

l This has been discussed with the NRC Resident Inspector, and we have agreed to periodically provide the Resident with current listings of the affected penetrations.

The impairment of the penetration fire barriers is part of a planned evolution. The establishment of continuous fire watches in conjunction with operable fire detection equipment assures that a fire on either side of the fire barrier would be detected and extinguished before it could affect the adjacent area. Hence there is no undue risk to the health or safety of the public.

Sincerely yours, M
