Gentlemen:

SUBJECT: NRC INSPECTION REPORT NOS. 50-259/87-17, 50-260/87-17, AND

50-296/87-17

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by

W. J. Tobin on April 13-17, 1987. The inspection included a review of

activities authorized for your Browns Ferry facility. At the conclusion of the

inspection, the findings were discussed with those members of your staff

identified in the enclosed irspection report.

Areas examined during the inspection included a review of improvements

identified in the Nuclear Performance Plan, Volume 3, and allegations

followup. Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews with

personnel, and observation of activities in progress.

Within the scope of the inspection, no violations or deviations were

identified.

We are concerned about your use of security officers as a long term

compensatory measure in lieu of implementing the commitments of your Physical

Security Plan. This concern was discussed at the exit meeting held at the

conclusion of the inspection. We request that you notify us of your planned

upgrade to :neet the alarm assessment capabilities required by 10 CFR 73.55(h)

within 60 days of the date of this letter.

You are also requested to provide additional information relative to your

resolution of Allegation RII 86-A-0314 and Employee Concern XX 85-040-003 which

are discussed in the Details, paragraph 6, of this report. We are unable to

reach the same conclusion reached by your staf f with the information you have

provided. We would appreciate a response on this matter within 60 days of the

date of this letter.

In accordance with 10 CFR 2.790(d) and 10 CFR 73.21, safeguards activities and

security measures are exempt from public disclosure; therefore, the enclosure

to this letter, with the exception of the report c ver page which presents a

nonexempt summary, will not be placed in the NRC Put ,c Document Room.
