Gentlemen:
This refers to the special team inspection conducted by Messrs. R. P. Mullikin,
M. E. Murphy, and D. L. Garrison of this office; Messrs. A. Singh and
R. P. Goel of the Office of Nuclear Reactor Regulation; Messrs. K. Sullivan
and M. Villaran of Brookhaven National Laboratory; and Mr. D. Arnold of
Rolf Jenson and Associates, during the period March 30 through April 3,1987,
of activities authorized by NRC Construction Permits CPPR-128 and CPPR-129 for
South Texas Project, Units 1 and 2, and to the discussion of our findings with
Messrs. J. Bailey, W. Harrison, and other members of your staff at the
conclusion of the inspection.
Areas examined during the inspection included establishment and implementation
of the fire protection program, and compliance with the requirements of
10 CFR 60, Appendix R, and BTP 9.S-1, per FSAR commitments and SER evaluation.
Within these areas, the inspection consisted of selective examination of
procedures and representative records, interviews with personnel, and
observations by the NRC inspectors. The inspection findings are documented in
the enclosed inspection report.
Within the scope of the inspection, no violations or deviations were
identified.
