A recent change to 10 CFR 50.4 (published -in 51 FR 40303) requires that all correspondence be addressed to the USNRC, ATTN: Document Control Desk, Washington, DC 20555. This has caused confusion with regard to emergency preparedness exercise objectives, exercise scenarios, and other information related to the annual exercise, because this material was not intended to be placed in the Public Document Room prior to the exercise.
In order to protect this information frc.n disclosure to participants, you are requested to place the following note in a prominent place at the top of the letter:
NOTE:
This transmittal contains Emergency Preparedness exercise information that should not be released to the Public Document Room before (Date)
This will assist the Document Control Desk in identifying those transmittals that must be withheld from public disclosure for a period of time.
