MODIFICATION OF WETWELL-TO-DRYWELL VACUUM BREAKERS ON MARK I CONTAINMENTS (GENERIC LETTER 83-08)

Re: James A. FitzPatrick Nuclear Power Plant We have completed our review of your May 20, 1983 and August 20, 1985 responses _ to Generic Letter 83-08, as well as your March 25, 1986 response to our request for additional information dated January 17, 1986. As a result of this review, we have concluded that the analyses performed to predict the vacuum breaker impact velocities and resulting stresses were based on acceptable methodology, and that the vacuum breakers will not be subjected to excessive stresses as a result of hydrodynamic chugging loads. Therefore, we find that the vacuum breakers at FitzPatrick are structurally adequate and require no modifications.

A copy of our Safety Evaluation and the Technical Evaluation Report prepared by our contractor, Franklin Research Center, are enclosed. This completes our review of Multiplant Action Item D-20 for FitzPatrick.
