Dear Mr. Goldberg:

This is to acknowledge receipt of your letter of September 17, 1986 requesting relief on the applicable Cumulative Usage Factor for pipe break postulation, and also requesting "the earliest possible review". The staff has recognized the need for an expeditious review because of the impact on sizeable hardware items. The review is being conducted on a plant specific basis for South Texas. At this time, the staff feels that sufficient information is available to act on the request although it may not extend over the whole range of the request.
