In our Supplemental Program Plan (Reference a) we described our plans to perform a systems function and task analysis and a new control room survey. We also informed you that we would submit a Supplemental Summary Report in June 1987. We have found that an additional year will be required to complete the review. As a result, we will submit our Supplemental Summary Report in June 1988.
We refer to this as our Supplemental Program Plan because we completed a Detailed Control Room Design Review (DCRDR) in December 1984. That review was not based on guidance in NUREG-0700 but involved a significant amount of work nonetheless. Working with a staff of human factors consultants we identified a large number of Human Engineering Discrepancies that have subsequently been resolved.
As you know, the Supplemental Summary Report will include a list of Human Engineering Discrepancies (HEDs) prioritized based on their safety significance. The prioritization, or assessment, will occur just before the summary report is submitted. The most significant, Priority A, HEDs will be closed out by the end of the first refueling outage af ter assessment. Similarly, Priority B HEDs will be closed out by the end of the second refueling outage af ter assessment, and Priority C HEDs by the end of the third refueling outage af ter assessment. Because of this one-year extension, Priority A HEDs for Unit I will be delayed one refueling cycle, from spring 1988 to spring 1990. Priority A HEDs for Unit 2, and Priority B and C HEDs for both Units will not be affected.
Our objective is to perform the best DCRDR we can. To accomplish this, we found it necessary to develop a formal control room inventory in addition to the tasks outlined in our program plan. The control room inventory will allow us to identify the label and 8706080072 B70529

component references in the HEDs and will provide a clear, auditable comparison of existing control room components to the instrumentation, controls, and equipment identified by the task analysis. Developing the inventory, adding it to the existing design control systems, and upgrading existing documents to support the DCRDR has been both costly and time consuming.
Currently, we have a senior engineer as project leader, an engineer, and a technician dedicated full-time to this project. Additional support is being provided by a draf tsman, a contract industrial psychologist, a computer technician, and a data input clerk. This is representative of the manpower we have devoted to this project from its inception except for several specific tasks for which more intensive efforts were applied over short periods. We plan to continue at this level until the Supplemental Summary Report is completed.
Although more time consuming than originally planned, we are making good progress in all aspects of the DCRDR. More importantly, the additional year of work will result in a quality product of enduring value to design activities at Calvert Cliffs.
It would be dif ficult to show you the results of our efforts in a letter. That information is contained in databases, files, and the control room itself. We encourage you to visit the plant to review our progress firsthand.
