1.

MAINTENANCE PROGRAM -

Define a specific preventive maintenance program which is complete with respect to tasks to be performed; schedule, and comprehensiveness to assure that high system reliability is maintained.

Eliminate corrective maintenance backlog at startup for all significant safety or reliability maintenance items. '

Establish a clear malfunction troubleshooting program.

2. OPERATIONAL READINESS Continue operator retraining until operator understanding of the new emergency procedures is clearly demonstrated.

Finish the review and necessary. updating of all procedures to ensure they are clear, accurate and understood.

Demonstrate systems adequacy for restart by an integrated functional test program.

Verify the configuration, design, and operability of safety related and safe shutdown motor operated valves.

Demonstrate the operability of the Emergency Ventilation System.

Establish a deliberate and cautious, graduated heatup and power ascension program with clear hold points which certify SMUD's readiness to proceed further.

3. ENGINEERING ADEQUACY

,, Perform the actions committed to in the ASTRP inspection.

Provide the Engineering Action Plan to NRR for review to address broader implications of incomplete engineering work controls.

Rethink and resubmit the Wire and Cable Program description.

4. MANAGEMENT SYSTEMS ADEQUACY -

Verify the completeness of the restart commitment list just submitted, .-

and resubmit if incomplete. .

Establish permanent SMUD permanent managers for restart.

Eliminate the worst Technical Specification ambiguities for restart, an'd schedule correction of the rest for the near term.

Establish and support effective and active quality assurance.

5. Radiation Protection A. PASS System needs to be operational, personnel need to be trained -

procedures for sampling and analysis in place and provisions _

for maintenance of sampling and analysis equipment in place -

(TecSpec6.18) ,

B. Management of Liquid Effluents Must submit a tec spec amendment acceptable to NRC correcting -

deficiencies in the radiologicci effluent portions of the tec specs. (Note: only the submittal must be made prior to restart).

Must implement necessary controls to assure Appendix I will be complied with for future effluent releases.

6. Emergency Preparedness A. Meteorology Must complete short term fixes in hardware, procedures and training as identified in SMUD letter of 2/26/86.

B. Training Must complete revisions to training procedures, assure all required training is current and training program is being fully implemented.

C. Emergency Plan Must issue major revision in process e+. this time.

D. . Emergency Plan Implementing Procedures Must complete revisions currently in progress in procedures affecting dose assessment, drills and exercises and emergency classification.

E. Exercise (not required for restart, but very important Scheduled for early November,1987 NRC will participate.
