BYPASSED AND INOPERABLE STATUS PANEL REPLACEMENT (TAC 63977/63978)
Re:
Sequoyah Nuclear Plant, Units 1 and 2 By letter dated September 13, 1982 letter, the Tennessee Valley Authority (TVA) informed the staff of its plans to permanently remove the status monitor-ing system (SMS) from the Sequoyah Units 1 & 2 due to reliability problems.
The SMS function of providing autenatic bypassed and inoperable status indica-tion (BISI) in the control room per the guidance of Regulatory Guide 1.47,
" Bypassed and Inoperable Status Indication for Nuclear Power Plant Safety Systems," was to be performed by the Technical Support Center Data System.
Subsequently, af ter a design change for SMS removal was issued on March 22, 1983, and completed shortly thereafter, the licensee experienced difficulty in incorporating the B,1SI function into inoperable status indication in the control rooms. TVA, in an October 31, 1986 letter, stated that an evaluation in accordance with 10 CFR 50.59 was performed and a conclusion was reached that there was no unreviewed safety question associated with the BISI removal.
Additionally, in that letter TVA indicated that plant administrative procedures and indicators will be utilized to assist the operator in determining safety system status and that during outages in 1990 a new BISI system conforming to the guidelines of Regulatory Guide 1.47 would be installed in each unit.
In a letter dated February 17, 1987, TVA responded to the staff's January 28, 1987, request for additional information on the BISI removal. TVA provided a detailed evaluation that the use of administrative procedures, in lieu of the automatic BISI system, for safety system status monitoring did not involve an unreviewed safety question. Also in its letter, TVA committed to have the new BISI systems implemented during the cycle 4 outages for each unit (approximately 2 years following restart).

Mr. S. A. White June 1, 1987 The staff has reviewed the TVA evaluation and the detailed answers to the staff's questions relating to administrative procedures for system status monitoring contained in the February 17, 1987 letter, and finds it acceptable.
The staff concludes Sequoyah Units 1 & 2 may operate relying on administrative procedures, in lieu of an automatic means, for determination of safety system status until cycle 4 outage when the new BISI system is installed. This is documented in the enclosed evaluation. Based on the fact that the staff finds the use of administrative procedures acceptable, we consider this issue resolved for restart.
