NOTICE OF VIOLATION Commonwealth Edison Company Docket No. 50-373 i

As a result of the inspection conducted on April 25, 1987, through May 18, 1987, and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1985), the following violation was identified:

Technical Specification Surveillance Requirement 4.1.3.1.2a states that when above twenty percent power, all withdrawn control rods shall be demonstrated operable by moving each control rod at least one notch at least once per seven days.

Contrary to the above, between March 27, 1987, and April 10, 1987, control rods 6-39, 14-15, 14-31, 14-47, 18-19, 18-43, 22-07, 22-23, 22-31, 22-39 and 22-55 were not demonstrated operable by moving each control rod at least one notch at least once per seven days.

This is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation: (1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.

Consideration may be given to extending your response time for good cause shown.
