Submittal of Detailed Control Room Design Review Summary Report Pursuant to NRC License No. NPF-43, Attachment 2.

Item 1 Pursuant to a November 18, 1986 telecon with NRC-NRR personnel (Reference 2), Detroit Edison has been requested to submit a Detailed Control Room Design i

Review (DCRDR) Summary Report in accordance with the Fermi 2 operatilig license Attachment 2, Items 1(a) and i

1(b).

This submittal is being requested in lieu of l

granting the license amendment as stated in Reference 3.

i As an NTOL, the Fermi Emergency Operating Procedures i

(EOPs) were selected for a pilot monitoring program in l

1981 as discussed in Supplement 1 to the Safety Evaluation Report (Reference 4).

As a result of the-review of the EOPs and a preliminary design assessment i

of the Control Room, the EOPs and Control Room design were approved for' full power operation (Reference 5),

with the commitment to conduct a post-operating license

i May 21, 1985 letter (Reference 6), because of our participation in the above pilot program, it was decided that use of Revision 4 of the BWR Owners Group (BWROG)

Emergency Procedures Guidelines (EPGs) would enable the DCRDR to be conducted according to acceptable j

methodology.

In Supplement 6 to the Safety Evaluation Report (Reference 7), the NRC concurred with Edison's i

May 21, 1985 letter and further stated that the DCRDR must be conducted based on approved EPGs.

At that time t

j it was anticipated that NRC approved Revision 4 EPGs would be forthcoming in the fall of 1985.

Since that j

time, the schedule has slipped, prompting the license i

amendment request in Reference 3 based on a realistic plant-specific schedule as supported by Supplement 1 to NUREG-8737, (Generic Letter No. 82-33).

Page 3 Detroit Edison has : proceeded in good faith with the program as outlined in References 5, 6 and 7.

We have been conducting a DCRDR based on function and task analysis based on a~ draft of the BWROG EPGs Revision 4 (draf t 4AC) with the intention of supplementing this

with the differences between draft' Revision 4AC and the NRC approved Revision 4.

Continuing with Revision 4 is also consistent with the present staff position as stated in Mr. R. M. Bernero's letter of November 3, 1986 to the BWR Owners Group (Reference 8).

Accordingly, Enclosure 1 is being submitted to comply with, Items 1(a) and 1(b) of the Fermi 2 operating license as requested by the NRC.

The s

information being submitted was discussed in detail and concurred with during the November 18 telecon.

lr is representative of the information discussed in Detroit Edison's Control Room Design Review Program Plan (Reference 9) and constitutes a summary of the survey data available at the present time for the following elements:

Typical operator interviews Due to the limited time available since the November 18 conversation for preparation of this submittal, it has not had the benefit of as thorough review as normal.

Therefore, it would be appropriate to continue to closely consult with each other during the review of this material until the report listed below is

' submitted.

e The final DCRDR Summary Report consistent with Reference 9 will be available July 31, 1987 using draft Revision 4AC of the BWROG EPGs.

The supplement describing the differences between draft Revision 4AC and the NRC approved Revision 4 will be submitted no later than eight (8) months after the issuance of approved Revision 4.
