Attached to'the FEMA memorandum is their , report dated September 17, 1986, entitled " Interim Finding - Indian Point," l
- prepared by FEMA Region II. The repdrt'provides FEMA's findir.gs on several

I While progress has been made in responding to these issues, FEMA stated that they were " unable to provide reasonable assurance that the public health and safety of school children in the four-County Emergency Planning Zone at Indian Point can be protected." The FEMA report goes on to state that certain addi-tional material has been submitted relative to correcting certain of the deficiencies yet this information has not been considered in the FEMA report. The NRC has not been apprised of the current status of these corrective actions. We are of the view that the unresolved issues identified by FEMA and referred to in their report must be remedied in order for the NRC to conclude that ' appropriate protective actions can and will be taken in the event of a radio-logical emergency at your facility.
