Meeting - April 21, 1987 This refers to the meeting held at the Limerick Generating Station Training Center on April 21, 1987, at the request of NRC Region I.
The meeting was to discuss the Limerick Unit No. 2 Preoperational and Power Ascension Test 1
Programs and was beneficial to the Region I staff in planning inspection activities for the Preoperational Tests Program at the unit.
The subjects discussed at this meeting are included in the meeting summary j
which is enclosed with this letter.

SUMMARY
During this meeting, several representatives from the Philadelphia Electric Company and Bechtel Power Corporation, presented an overview of the LGS Unit 2 Start-Up Program.
Specific items discussed included:
l Test Program Administration and Organization; Construction Testing including Blue Tag Tests; l
Start-Up Testing including Technical and Preoperational Tests, i
Test Review Board; QA/QC Program; Operator Staffing and Responsibilities; and Start-Up Schedule.
Philadelphia Electric Company described their plans to use the results of Blue Tag Tests and Technical Tests to satisfy some preoperational testing require-ments. The NRC stated that this method would necessitate a fully auditable system where the Blue Tag and Technical Tests receive the same level of review and approval as Preoperational Tests. The licensee stated that a system would j
be established to fully control those activities.
NRC Region I Staff briefly described the NRC's Inspection Program for Pre-operational and Power Ascension Test Programs.
This management meeting is the initial activity of the NRC preoperational test program at the Limerick Unit 2 facility.
