This is in response to your February 14, 1986 letter which transmitted revised pages to the Fundamental Nuclear Vaterial Control Pian for the fuel fabrication facility in Wilmington, North Carolina.

We have reviewed your request to use a variable audit frequency far itens at'" ,

the plutonium quantity in Condition 5.4 should be the same as the quantity stated in your NRC License SNM-1097. Accordingly, License Conditions 2.1 anc; 5.4 to Safeguards Amendment SG-1 to your License SNM-1097 are hereby revised,

  • as contained in the enclosure to this letter, effective immediately.

_- m34 W REVISED SAFEGUARDS LICENSE CONDITIONS 2.1 and 5.4 2.1 The licensee shall follow the Fundamental Nuclear Material Control (FNMC) Plan dated June 24, 1977; the FNMC Plan pages transmitted to Willard Brown (SGMI) dated August 7, 1985, (URLSk August 21, 1985, and February 14, 1986; as amended according to the Schedule of Pages transmitted to J. N. Grace (Region II) dated August 15, 1985; and as may be further revised in accordance with the provisions of 10 CFR 70.32(c).

Pages 3-16 through 3-22 and Pages 7-7 through 7-17 marked " demonstration" use typical values for plant inventory and upper action limits for process control. Actual values for inventory, action limits, and custodial assignments will be maintained separately by licensee management on a current basis. Appendix A site description and Appendix D descrip-tive data for annual inventory are included for clarification and are not part of the FNMC Plan.  ?*

p 5.4 Notwithstanding 10 CFR 70.51(e)(3)(i), the licensee ma.v conduct physical inventories of SNM containing less than or equti to 350 grams of U-235 in high enriched uranium or containing less than or equal to 20 grams of plutonium in accordance with their inventory chedule for low enriched uranium.
