SUPMARY OF MEETING TO DISCUSS V0GTLE CONTAINMENT TEMPERATURE PROFILE On November 18, 1986, the staff met with the applicant and its representatives to discuss the applicant's revised containment temperature profile for equip-ment qualification. Participants are listed in the enclosure.

The applicant had provided input information to the computer code used to calculate the revised containment profile of 320*F by letter dated November 13, 1986. The main steamline break (MSLB) scenario was used since it produces the highest containment temperature. The staff had outckly re-viewed this infomation prior to the meeting. The staff questioned the applicant's use of 14.7 psia as the initial containment pressure when the Technical Specifications indicate that pressure can be as low as 13.2 osia.

The applicant explained that a pressure such as 13.2 psia is not possible during an MSLB and indicated that a value of 14.7 psia was reasonable.

The staff inquired about the size of the Vogtle containment. The applicant indicated that the Vogtle containment has a 140 ft, diameter and is 158 ft.

in height with a 70 ft. radius on the dome making it 23 ft. higher than the SNUPPS containment.

The staff and applicant discussed the use of two separate profiles: one for containment response and another for equipment qualification. The staff stated that one curve is accepted for both purposes. However, the applicant indicated that Palo Verde had 2 separate curves presented in FSAR Section 6 with the equipment qualification profile at a lower temperature than the con-tainment profile.

The staff expressed concern that the 320 F profile was tco low fo a Westing-house 4-1000, large, dry containment. The applicant indicated that Byron has a profile of 318*F.

The staff questioned the ability of the fan coolers to respond within their duty curve if a very rapid temperature rise occurs. The applicant explained that it had takcn a delay in fan cooler start into account in its analysis.

The staff pointeo out that the value of 8.15 x 105 in FSAR Table 6.2.1-3 is inconsistent with Table 6.2.2-2 and needs to be corrected. The applicant stated that the FSAR would be revised, h200504861125 A DOCK 05000424 PDR 1

b.7 The staff questioned the applicant's large. heat sink values in the Vogtle analysis, in particular the piping values. The applicant provided heat sink ccn.parative infonnation in that the Vegtle heat sink totals are 10% larger than those of Palo Verde. The applicant clso indicated that it reviewed many drawings to accurately compile piping areas es well as relied on the piping infonnation in FSAR Table 6.1.2-2. The staff questioned how the applicant considered heat transfer across piping plus the applicant's boundary conditions. The applicant responded that it only took credit for uninsulated piping containing anibient water. The staff expressed its concern that the applicant did not consider hot piping as a heat source contributing to con-tainment terrperature.

Due to the various staff questions, the applicant concluded at the end of the meeting that it would rot be able to resolve staff concerns in time to allow completion of environmental equipment qualification issues to support licensing of Vogtle Unit 1. Instead, the applicant stated that it would pursue a thenral lag analysis from 352 F which is the approved containment profile as discussed in the SER. A meeting to discuss the thermal lag analysis was tentatively set for November 25, 1986.
