Inspection Report 86-08 Notice of Violation Wide Range Noble Gas Stack Monitor l

Dear Mr. Gagliardo:

Reference 2 identified that OPPD had not completed calibration of the Wide Range Noble Gas (WRNG) stack monitor RM-063 L, M and H and created an unresolved item regarding failure to submit special reports in accordance with Technical Specifications 2.21 to extend the time that the monitors would be out of service.

Reference 3 confirmed that the special report had not been submitted and committed to calibration of RM-063 L, M and H.

Reference 4 was a Notification of Violation regarding the failure to submit the required special report and Reference 5 was OPPD's response to this violation.

Reference 6 informed the Commission that RM-063 L and RM-063 M had been successfully calibrated and placed in service in May, 1986, but that RM-063 H had failed the acceptance criteria and remained out of service.

RM-063H was calibrated again on October 1, 1986 using a new Xenon 133 Standard Calibration Gas, and at that time RM-063H successfully passed the acceptance criteria.

This letter is to inform the you that RM-063 L, M and H (Wide Range Noble Gas stack monitors) are now calibrated and in service.

From August 1984 until October 1,1986, the preplanned alternate means of monitoring stack radioactive releases were used.

The alternate methods are not in use now that sufficient channels are in service.
