" Containment StructualIntegrity" Surveillance Requirement

Dear Mr. Denton:

This proposed change is to the Surveillance Requirements of Section 3.6.1.6, "Contamment Structural Integrity". The change, as shown in Attachment 1, revises the number and the representative sample of tendons to be tested, deletes Tables 4.6-1a,4.6-1b and 4.6-2, and revises the minimum required average tendon force for each group of tendons.

The proposed change involves a revision of the tendon testing program for the reactor containment building. It specifies the testing program to be used in the future for containment tendons and will adequately verify the ability of the tendons to perform their design function. The testing program will continue to provide assurance of the integrity of the containment post-tensioning system and will provide for warning and appropriate actions if " abnormal degradation" should develop.

The change is being generated due to the following:

t l e The present Technical Specifications requires that the tendon testing l program be specified after the 3rd surveillance for the remainder of plant operation. SCE&G completed the third surveillance in December of 1985.

e The acceptance criteria in the present Technical Specifications has been determined to be conservatively hi for required minimum average tendon force. Reference January 17,1985, Special Report 85-021) submittal from D. A. Nauman to Dr. J. Nelson Grace e The tables in the existing Technical S secifications cause many problems due to their specific nature and are consic ered unnecessary.

The proposed Technical Specification revision identifies the appropriate surveillance intervals and number of tendons to be examined for all subsequent surveillances. Specific tendons have purposely not been included in tables in the proposed Technical Specification revision and will instead be identified in station surveillance factors for eachprocedures.

. Page 2 September 16,1986 not in the Technical Specifications. This format will eliminate the need for further Technical Specification changes in the event a tendon has to be substituted at inspection time due to an unforeseen interference which may have developed.

The acceptance criteria has been revised for minimum average required tendon forces to reflect the design conditions. Calculations performed subsequent to original plant licensing b,y SCE&G's architectural engineer, Gilbert Commonwealth, have determined that the present Technical Specification limits are excessively conservative. Therefore, these calculations have been utilized to support the proposed revised minimum average tendon forces.

Attachment ll to this letter is SCE&G's "No Significant Hazards Determination."

This change has been reviewed and approved by both the Plant Safety Review Committee and the Nuclear Safety Review Committee.

Please find enclosed the application fee of $150.00 required by 10CFR170.
