DPR-54 SPECIAL REPORT NUMBER 86-21, FIRE BARRIERS BREACHED MORE THAN 7 DAYS The Sacramento Municipal Utility District hereby submits Special Report No. 86-21 in accordance with Rancho Seco Nuclear Generating Station Technical Specifications, Section 3.14.6.2 and 6.9.5.E. This report provides an updated list of non-functional fire barriers which have not been restored to functional status within seven (7) days.
The District has evaluated each non-functional fire barrier against the requirements of Technical Specification 3.14.6 and has verified that the proper fire watch has been established.
Those breaches listed with "ENG EVALUATION" or "NEW ECN" in the
" PLAN TO REPAIR" column, require additional design or engineering work. The forecasted completion dates provided for these breaches reflect only the completion of the engineering work.
Once the engineering work has been completed, the impleinentation of the design will be scheduled.
Since the last Special Report (8 6-2 0) , 9 breaches have been repaired. Of those completed, 4 were completed behind schedule.
Currently, there are 74 breaches still open and past the forecasted close date. Penetration 02-20 AB was repaired in August but was not reported due to a clerical error. 02-20 AB has been added to the attached list for completeness. An additional 20 breaches were added during this period. Progress has slowed in sealing breaches due to the nature of the remaining problems and continued heavy activity in support of the restart outage.

! J B MARTIN November 17, 1986 Thirteen dampers in the Nuclear Services Electric Building (NSEB) failed the drop test upon performance of the surveillance.
Investigation into the problem is continuing.
Work is 'in progress on installation of dampe2.s between the control room and the technical support center. Six of the eight dampers. identified in Special Report 85-03 have been installed.
, ECN R-0764 has been released to install the two missing dampers
- previously reported missing between the TSC and the Auxiliary
- Building roof. These dampers are now identified as FD-16A and FD-17A. This ECN is in planning to determine an installation completion date.
