Gentlemen:

This refers to the special safety inspection conducted by Messrs. P. R. Wohld,

S. G. DuPont, and R. A. Hasse of this office on August 4 through October 10,

1986, of activities at Clinton Nuclear Power Station, Unit 1, authorized by NRC

Construction Permit No. CPPR-137 and to the discussion of our findings with

Mr. D. Hall and others of your staff at the conclusion of the inspection.

This

also refers to the meeting in the Region III office on September 19, 1986,

between me and others of this office and Mr. D. Hall and others of your staff.

This special team inspection of your licensed activities was conducted as a

result of allegations received involving maintenance activities, increased

maintenance work in preparation for fuel loading, and NRC concerns for adequate

conduct of modification and maintenance activities.

The inspection consisted of

an examination of pertinent procedures, records, and specifications; observation

of work activities; and interviews of personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements.

These apparent violations are being reviewed for potential

escalated enforcement action.

You will be notified in subsequent correspondence

as to the resolution of these findings.

In accordance with 10 CFR 2.790 of the Commission's Regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room.

We will gladly discuss any questions you have concerning this inspection.
