Gentlemen:

This refers to the special safeguards inspection conducted by Mr. G. L. Pirtle

of this office between February 27 and April 29, 1987, of allegations

pertaining to the security program at the Clinton Power Station, authorized by

NRC Operating License No. NPF-55, and to the discussion of our findings with

Mr. K. Baker and other members of your staff during a telephone conference

call on April 29, 1987.

The enclosed copy of our inspection report identified areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of documents requested from the licensee and telephone interviews

with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements, as specified in the enclosed Notice. A written response

is required.

The Notice of' Violation and the attachment to this inspection report concerns

a subject matter which is exempt from disclosure according to Part 73,

Title 10, Code of Federal Regulations, Section 73.21.

The Notice of Violation

and attachment to this report must be handled and protected in accordance with

the provisions of 10 CFR 73.21.

Consequently, the Notice of Violation and

attachment of this report will not be placed in the NRC Public Document Room.

Your statement of corrective action regarding the violation identified in the

enclosure to this letter should be submitted as a separate enclosure to your

transmittal letter in the manner prescribed.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the inspection report, excluding the Notice of Violation and

attachment, will be placed in the NRC Public Document Room.

The response directed by this letter is not subject to the clearance

procedures of the Office of Management and Budget as required by the Paperwork

Reduction Act of 1980, PL 96-511.
