Dear Mr. Farrar:

SUBJECT:

BYRON /BRAIDWOOD - R0D SWAP TECHNIQUE By letter dated October 24, 1983, Comonwealth Edison Company (CECO) submitted a request to use the rod swap technique and to use their CECO nuclear analysis methods in support of control rod worth measurements for Byron Units 1 and 2 and Braidwood Units 1 and 2.

We have reviewed this request and have concluded that the technique can be used and that Ceco can perform the nuclear analysis required for rod swap predictions.

It should be noted that use of rod swap is subject to the following conditions: (1) all banks (control and shutdown) will be measured,

(?) procedures as outlined in WCAP-9863-A will be followed, (3) design criteria, safety criteria and remedial actions will be as stated in References 1, 4 and 5 of the enclosed safety evaluation, and (4) a report comparing measured and predicted rod worths will be submitted to the NRC within 45 days of completion of the rod worth tests for the first use of rod swap on a reload at each unit.
