Gentlemen:
This refers to the inspection conducted by Mr. H. D. Chaney of this office
during the period September 15-19, 1986, of activities authorized by NRC
Construction Permits CPPR 128 and CPPR 129 for Units 1 and 2 of the South Texas
Project Electrical Generating Station, and to the discussion of our findings
with Mr. M. McBurnett and other members of your staff at the conclusion of the
inspection.
Areas examined during the inspection included the radiation protection program
and portions of the post-accident sampling system.
Within these areas, the
inspection consisted of selective examination of procedures and representative
records, interviews with personnel, and observations by the NRC inspector.
The
inspection findings are documented in the enclosed inspection report.
Within the scope of the inspection, no violations or deviations were
identified.
However, we are concerned regarding the apparent lack of radiation
protection technicians with commercial power reactor operating experience.
Accordingly, you are requested to respond, in writing, within 30 days of the
date of this report regarding your plans to ensure that radiation protection
technicians in responsible positions will have appropriate experience.
The response directed by this letter is not subject to the clearance procedures
of the Office of Management ar.d Budget as required by the Paperwork Reduction
Act of 1980, PL 96-511.
Should you have any questions concerning this inspection, we will be pleased to
discuss them with you.
