Gentlemen:

This refers to the routine safety inspection conducted by Mr. Stephen Guthrie

of this office on January 28 through April 23, 1987, of activities at Big Rock

Point Nuclear Plant authorized by NRC Operating License No. DPR-6 and to the

discussion of our findings with Mr. David Hoffman at-the conclusion of the

inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas,- the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements, as specified in the enclosed notice. The incident determined

to be in violation is one of three events in this. inspection period which have

as common contributing factors personnel error or inattentiveness and the

occurrence of a shift change of operating crews.

In~your response _to the

enclosed Notice please address your plan to improve communications between

operating crews to ensure continuity of control of the facility:and your

proposed actions to improve operator attentiveness and reduce personnel errors.

In addition, we continue to be concerned over leakage identified in the

emergency condenser. We understand you are developing a program to address

this concern, and we encourage corrective action on a priority basis. - The

scope and scheduling of your proposed actions will be' the subject of future

inspection activity.

In accordance with 10 CFR 2.790 of- the Commission's regulations, a copy of this

letter and the enclosed inspection report will be placed in the NRC Public

Document Room.
