Prior to review and approval of that program by the NRC staff, the licensee shall volumetrically inspect all low pressure turbine rotors at the second refuellng outage and every other (alternate) refueling outage thereafter." Philadelphia Electric Company plans to implement a turbine system malntenance program (See Attachment 1) which requires lnspection of the low pressure turbine rotors for the unit over a six-year interval during scheduled outages. The program is based upon the results of the probabilistic evaluation of the low pressure turbines performed by the General Electric Company (GE). The evaluation used the methodology of the GE proprietary report, 6'ines, dated January 1984. Probability of Minnile Generation in General Electric Nuclear Tur This methodology has been reviewed by the NRC staff and found acceptable for use in establishing maintenance and inspection schedules for specific turbine systems (see NUREG-1048, Safety Evaluation Report related to the operation of_Ilope Creek Generating Station Supplement No. 3, July, 1956). The proposed maintenance program, which in based upon the program evaluated in NUREG-1048, assures that the probability of a turbine generating a missile is maintained less than 1E-5 per year, which is consistent with sections 3.5.1.3 and 2.2.3 of the Standard Review Plan. The program's determination of missile probability is based upon the probabilities of the individual parameters which may lead to the generation of a turbine missile. As a result, the program can facilitate evaluations of the effects of changes in any parameter. The results of the GE low pressure turbine evaluation for Unit 1 (See Attachment 2) demonstrate that the turbine inspection intervals can be established at six (6.0) operating years with the probability of generating a missile remaining less than 1E-5 per year. provides curves of the probability of each rotor generating a missile versus the number of operating years since the latest turbine inspection. The turbine system maintenance program will be included in FSAR Section 10.2.3.6 during an update of the FSAR in 1987. A check for $150.00 is attached in accordance with 10 CFR 170.21. ATTACHMENT 1 10.3.3.6 Inservice Inspection The following turbine system maintenance program is based upon the manufacturer's recommendations and calculations of missile generation probabilities. a. The in-service inspection program for the low pressure turbine elements includes disassembly of the turbine elements over a six-year interval during plant shutdowns such that each element is inspected within six operating years. This inspection consists of visual, surface, and volumetric examinations, as indicated below: 1. Volumetric examination of the low pressure discs 2. Visual and surface examination of the low-pressure buckets 3. Visual examination of accessible surfaces of rotors and discs b. At least one main steam stop valve, one main steam control valve, and one combined intermediate valve will be dismantled, at approximately 3-1/3 year intervals, during refueling or maintenance shutdowns, for visual and surface examination of valve seats and stems. If unacceptable flaws or excessive corrosion are found in a valve, all valves of its type will be inspected. Valve bushings will be inspected and cleaned, and bore diameters will be checked for proper clearance. At approximately 3-1/3 year intervals during refueling or maintenance shutdowns, at least one power-assisted steam extraction check valve will be dismantled for visual and surface examination. If indications of excessive wear or other conditions that could impair the proper functioning of the valve are found, additional valve inspection (s) will be conducted to determine if 3 the condition is common to all extraction valves. l c. Main steam stop and combined intermediate valves are exercised at least once a week. Main steam control valves are exercised at least once a month. Exercising is accomplished by closing each valve and observing by the valve position indicator that it moves smoothly to a fully closed position. d. The power-assisted extraction check valves will be exercised once per week to verify that each valve is capable of being actuated by its power cylinder.
