Dear Ms. Williams:
This is in response to your letter dated June 30, 1986, in which you
requested, pursuant to the Freedom of Information Act (F0IA), the following
records:
1) SECY-85-306A, SECY-85-306B, and any other revisions to SECY-85-306;
2) SECY-85-279; 3) SECY-85-298; 4) SECY-86-97; 5) NUREG-313, Revision 2;
and 6) Fort Calhoun Outage Inspection Report 50-285/85-22.

SECY-85-306A and SECY-3068, were addressed in our response to a previous F0IA
request, F0IA-86-92, and were withheld in their entirety. A copy of our
response to that F0IA request is available in the NRC Public Document Room
(PDR) in folder F01A-86-92 under the name Graber. Documents that are related
to those two staff papers, which may be of interest to you, were addressed in
our response to a previous F0IA request, F0IA-86-194. Copies of our responses
to that F0IA request, and the disclosed records, are located in the PDR in file
folder F01A-86-194 under the name Philips. There are no further revisions to
SECY-85-279, entitled, " Revised Advanced Reactor Policy Statement," dated
August 21, 1985, contains the predecisional advice, analyses, opinions and
recommendations of the staff to the Commission. The document is exempt
from mandatory disclosure pursuant to Exemption 5 of the F0IA, 5 U.S.C. 552(b)(5),
and the Commission's regulations at 10 CFR 9.5(a)(5). Release of the document
would tend to inhibit the open and frank exchange of ideas essential to the
deliberative process. There are no reasonably segregable factual portions.
The document is being withheld in its entirety.
SECY-85-298, which is identified by portions on the enclosed appendix, is being
released in part. Attachments 1 and 2 of SECY-85-298 contain the predecisional
analyses, opinions, and recommendations of the staff to the Commission. The
of the F0IA, 5 U.S.C. 552(b)(5), and 10 CFR 9.5(a)(5) pursuant to Exemption 5
information is being withheld from public disclosure
of the Commission's
regulations. Release of the withheld information would tend to inhibit the

The releasable portions of SECY-85-298 are being placed in the PDR in folder
F0IA-86-496 in your name.
SECY-86-97 entitled, " Steam Generator USI Program - Utility Responses to Staff
Recommendations in Generic Letter 85-02," is being placed in the PDR in folder
F01A-86-496 in your name.
NUREG-313, Revision 2, entitled, " Technical Report on Material Selection and
Processing Guideline for BWR Coolant Pressure Boundary Piping," is already
available in the PDR.
The accession number is 8607240368.
Finally, the Fort Calhoun Inspection Report 50-285/85-22, subject: Safety
Systems Outage Modification Inspection (Design), is being placed in the PDR in
folder F01A-86-496 in your name.
Pursuant to 10 CFR 9.15 of the Commission's regulations, it has behn deterinined
that the information withheld is exempt from production or disclosure and that
its production or disclosure is contrary to the public interest. The person
responsible for this denial is Mr. John C. Hoyle, Assistant Secretary of the
Comission.
This denial,may be appealed to the Secretary of the Comission within 30 days
from the receipt of this letter. Any such appeal must be in writing,
addressed to the Secretary of the Comission, U. S. Nuclear Regulatory
Comission, Washington, DC 20555, and should clearly state on the envelope
and in the letter that it is an " Appeal from an Initial F0IA Decision."
