Dear Mr. Martin:

This event summary is submitted in accordance with NUREG C654, Revision 1, Appendix 1 and CNS Emergency Plan Implementing Procedure (EPIP) 5.7.2 to close out the Notification of. Unusual Event (NOUE) declared at 2015, May 18, 1987.

This NOUE was declared based on Energency Action Level (EAL) 6.1.1.

This EAL requires that a NOUE be declared whenever a Technical Specification Limiting Condition of Operation (LCO) requires reactor shutdown. The Technical Specification LCO exceeded was that for reactor conductivity, Section 3.6.B.4.a, which requires a maximum conductivity limit of 10 umho/cm for reactor coolant when operating at greater than 10% power. A shutdown from power was initiated at 1950 based on this LCO and the reactor was scrammed at 2257.

After substantial cooldown, a " bleed-and-feed" operation was commenced to N rapidly reduce the high reactor water conductivity. At approximately 0800 on May 19, 1987, reactor water conductivity was reduced such that the Technical Specification LCO limit was again met.

The Emergency Director declared the NOUE terminated at 0915. Notifications were made in accordance with EPIP 5.7.6.

The source of the high reactor water conductivity has been determined to be a tube rupture within the main condenser and repairs are currently being effected.
