This confirms our plans discussed on May 20, 1987, between Mr. J. Weaver and Mr. J. McCormick-Barger of our staff concerning an announced inspection of your facilities by members of the headquarters and regional staff. The inspection will focus on your NRC reportable events program including an evaluation of the effectiveness of your root cause determinations and corrective actions related to reportable events.
The inspection team will arrive on site at 8:00 a.m. on June 15, 1987, to begin site specific training and badging. As discussed with Mr. Weaver an entrance meeting is scheduled for 11:00 a.m. on June 15; we requested that you prepare a presentation which describes the following aspects of your event reporting and analyzing program:
A description of your program for identifying, reporting, analyzing, and correcting reportable events.
Include a description of your organization and how it relates to reportable event identification and followup.
A description of your program for incorporating into plant operations lessons learned from other plants.
Include lessons learned from sources such as NRC Information Notices, Bulletins and Circulars, INP0 information, direct contact with other plants, and other plant LERs.
A description of Clin' n problem areas discovered via self initiated audits, INP0 inspecti,:s, LER root cause and trend analyses, and other means. Describe significant actions that you have taken or plan to take to correct these problems and reduce the occurrence of reportable events.
After the meeting the inspection team plans to divide up into five groups, Technical Specification /LC0 Control, Mechanical, Electrical, Instrumentation and Control, and Procedure / Administrative / Operator Error. These groups will, among other things, perform an indepth review of several LERs/ reportable events related to their areas.
Please plan to have escorts for these groups that are knowledgeable in the respective areas.
