Dear Mr. Andrews:

This is in response to your letter of July 29, 1986, regarding Revision 19 changes to the Fort Calhoun Station Security / Contingency / Training and Qualification Plan. We have reviewed the information contained in the plan revision and have determined that portions of the revision are consistent with the provisions of 10 CFR 50.54(p) and are therefore acceptable. However, as indicated in Enclosure 1, certain other portions decrease plan effectiveness and are therefore inconsistent with the provisions of 50.54(p). Accordingly, you are.to follow the previously approved plan in regard to these items.

Resubmit corrected plan pages as necessary to maintain plan continuity.

Should you want to pursue changing the security plan with the changes set forth in Enclosure 1, you should resubmit under the provision of 10 CFR 50.90.

Dear Mr. Martin:

Transmittal of Fort Calhoun Station Security Plan Revision The purpose of this letter is to submit changes to the Fort Calhoun Station Site Security Plan in accordance to 10 CFR 50.54(p).

Specifically, this letter serves two purposes.

The first is to establish a new position within the Fort Calhoun security force.

The second is to provide a response to Reference 3, which contained descriptions of portions of the Reference 2 Security Plan Revi-sion 16, that were either unacceptable to the NRC or required clarification.

The new position to be added to the Fort Calhoun Security Force is that of the l

Nuclear Watch Officer. includes the site security plan change that establishes this position.

Included in this Enclosure is an explanation and justification of the tasks to be performed by this officer. contains OPPD's response to the comments provided by the NRC in En-closure 1 of Reference 3.

It should be noted that OPPD has met with Region IV staff members to discuss specifics of this plan change prior to our submittal.

These changes are being submitted pursuant to 10 CFR 50.54(p).

These changes should be incorporated into your copy #6 of the Fort Calhoun Station Site Security Plan.
