Assistant Associate Director Office of Natural arri Technological Hazards SUMECT: Limerick Appeal Board Decision his merrorandum is in response to your request of July 29, 1986, regarding the establishment of additional traffic controls in the area of Ibute 100 and the Downingtown interchange of the Pennsylvania nirnpike. h is issue has been made a licensing condition by the Atmic Safety arx3 Licensing Appeal Board.

The latest Chester County Radiological Dnergency Response Plan for Incidents at the Limerick Generating Station reflects the fact that three Pennsylvania State Police officers will man a traffic control point at Ibute 100 and the Downingtown interchange of the Pennsylvania

%2rnpike. Conversations between the FEMA Region III staff and officials of the Pennsylvania Emergency Management Agency (PEMA) have confirmed the fact that the Downingtown interchange is being reconstructed as part of a general traffic control inprovement plan.

Additional discussions with PEMA representatives have revealed another traffic control concern. Although the State Police traffic control point will address traffic travelling on Ibute 100, no specific plans have been forwarded to deal with traf fic that wishes to exit from the turnpike at the Ibwningtown interchange. A meeting between PENA and the Pennsylvania Barnpike Cmmission is scheduled for early September to resolve this re-maining issue. Once we have received the results of this meeting frm PENA, this infornution will be forwarded to you.
